Rikudo Chakra is Rikudo Chakra, no where was it ever said the potency of that Chakra was any different. It's the amount of Chakra that differs. Anyways, like Conrow has been saying, their are 3 factions of Byakugan users (Hyuga Clan, Moon Clan, Ootsutsuki Clan), so it's pretty pathetic that you people keep trying to act like only the Hyuga exist.

When kaguya was in the process of being formed Naruto stated her chakra was even stronger than the Juubi's. Based off that am pretty sure she's well above Sasuke in chakra potency unless you want to tell me Sasuke has stronger chakra than the ten tails.

The Juubi alone has Bijuu Chakra, while Kaguya has Rikudo Chakra, so yeah, makes sense he would say it's stronger.
