first as similar to sharingan, i would make different 2nd level powerup for every individual.
since byakugan focuses mainly on chakra, one possible powerup would be...
like the one danzo follower torme(or somthing) had... similar to him, the powerup would make the chakra of the user highly destructive such that when the user uses gentle fist to hit chakra points then if they hit would cause those points to be permanently blocked.
when the body of user is covered with that chakra, if the opponent touches him then those portion of body get permanently paralysed.
allows users to fire those gentle fist attack from long range similar to pressurized air
