who are the strongest and the weakest.. and give me good reason..

do rinnegan have all the sharingan capability?like slow motion the foe moves?

Chibaku tensei would wreck Perfect Susanoo.

Madara and Sasuke both didnt use their eyes 100% which is why i can understand your reasoning though. The only person who could use their eyes fully was the sage and you saw what he was capable of.

why? just developments.

byakugan was revealed early on but the story diverged to sasuke and the uchihas, therefore it was no longer developed further.

sharingan was due to the whole uchiha backstory

rinnegan as well but had more because it introduced the audience to the entire plot of the whole NV from the very beginning

Probably not. but it would require significant effort from the PS user (Sword slashes, dodging)

If the PS is used as the epicenter then I believe its over for PS

It depends on the persons chakra and other powers too. Because if you throw in kaguya in the mix, the sharingan would be considered the strongest. Exclude Kaguya and other outerspace otutsuki and byukagan and rinnegan would be tied for first place because of Hagormoo and Hamura.

It serioudly depends on the persons chakra. Also no, Rinnegan can't do Sharingans capabilities but they do share some similarities.

byakgun literally got no development, only filler, sharingan had so much development so its really the most powerful dojustu one can aquire, but since rinnegan is its next phase it is easily the best, however im not sure if chibaku tensei could stomp perfect susanoo, because it didn't phase itachi really, but he was going against nagato with support from bee and naruto. but yea anyways rinnegan>sharingan>byakugan
