Byakugan Villains are the DBZ Scouter of Naruto

It's obvious Kishi was heavenly inspired the DBZ that he made these Ootsutski villains the frieza race causing the Uchiha clans nearly extinct likewise the Sayian. In DBZ the aliens uses the scouter to measure their power levels and it helps tracking the opponents and their Ki whether they can be alive or dead.

The Ootsutski villain uses the Byakugan the same way like how frieza race use the scouter.

These 2 ootsutski villains are the frieza race version of Vegeta and Nappa both Flying who came down to earth to rule the World!!
