There is nothing unique about the gates until the 6th and upward. when gai said lee would mop neji with the 5th gate the solution was clearly speed, so no. anyone with taijutsu can defeat a hyuuga as long as they have the speed to back it up, the databook stat points that speed isn't just categorized as foot movement but reflexes to. So characters like my boy sagemode naruto, or sasuke/madara with his blade and raikage could still counter hyuugas in CQC.

Mind you Pain's movements would also be slower since chakra transmission, fatigue etc of Nagato comes into play. This most definitely doesn't bode well for Hinata.

Hanabi's the best, Hiashi,Neji other elite members of their calibre I guess are good. Other than that the rest can't say much about them. I don't think they're really combat orientated I could be wrong, however largely tracking, surveillance etc.
