So just quickly based on Naruto and Hinata's two children, if you look closely, they don't have the Byakugan. As you can see, their eyes are the same blue eyes as Naruto
So it is possible that their children do NOT have Byakugan
However, it could be possible they do have Byakugan and simply have evolved passed the pupil-less white eyes. Here's my theory.
Toneri Ootsutsuki is the antagonist of the film. Based on his name, it's a fair assumption that he has some relation to Kaguya and her children. That being said, Toneri may be the son of Hamura, who's wife was also normal. For that reason, in the pre-released pictures, Toneri doesn't have the standard Byakugan.
In short, the Byakugan has evolved passed it's previous appearance. I do believe that the antagonist has the Byakugan, and by that logic, that means Naruto and Hinata's son and daughter should have them as well
