I don't think last episode mention anything about having precog. It's more in a fence that the Byakugan allows to perceive and anticipate opponent through their muscle movement and how they have the ability to understand their mental process which has been proven countless time in P1. It's only precog when it can envision something beforehand and predict based on the imagery they forsee.

As amazing as the precog sound, Byakugan have better insight given with the perception still puts above Sharingan precog.

Yeah it is indeed a future tense but we know for sure that the Byakugan has movement perception which has shown before in the manga. Byakugan is similar to the sharingan precog but the difference is that it can feel an attack before it happens. The thing is we never see that the byakugan has the ability see before it happen. I dunno man, that statement is vague and they need to clarify it.
