Yeah that too but it isn't that much compared to the Sharingan, and even more so the Rinnegan, no great offense or defense powers does it provide.
keep in mind, only like 80% of uchiha get sharingan at all, not every uchiha has sharingan, and keep in mind that there have only been 6 ms users in the entire known history, with kakashi being one of them, and the ms has a huge drawback. so to use immense power for a limited time you sacrifice your eyesight. And unless you conveinently have a sibling who also happens to have ms, then you are blind permanetly.
mean while all hyuuga can use the byukugan, and the byukyugan, is at least as powerful as the sharingan(regular)
the rinnegan is so rare, that it almost isnt even a dojutsu. so in the end these different things combined, the three doujutsu almost balance out. the byukugan needs to have a ability to make it a bit stronger, or all the hyuga need to be a bit stronger, for it to balance out.
