Byakugan only offers Eye sight power and Jyuuken(GF) was devised to take advantage of that capability. Without a Byakugan GF cant be as effective.

Chakra being greater in amount doesn't mean more powerful techniques necassarily, hence why Sasuke can match Naruto despite lower Chakra levels, or likewise for Hashirama and Madara or even Naruto against Kaguya when they were clashing with their Chakra fists.
