The Byakugan is far from useless it allows the user to do everything you mentioned, but also allowed the user the appropriate amount of time to react and counter almost instantaneously. The insight alone is a huge advantage to the byakugan. The only reason why kimimaru did what did to neji is because Kimimaru's abilities were the exact opposition to the hyuga's clans and vice versa.

IF the Byakugan was chosen over the sharingan this would be a different thread.
