Byakugan can extend jutus ability

That doesn't imply it all. The Byakugan extends the user's range of vision, not their jutsu. It's like saying someone with 20/20 eyesight can punch further than someone with 15/20 because their eyesight can see distant things more clearly. Your fist's range isn't determined by how far you can see, it's determined by its own range. Likewise, with jutsu.

Hence why they're all given determined ranges in the DB. In this case, the anime's explanation of opening a portal to a world with a moon using YT is the only plausible explanation.

And genjutsu is applied through vision so the argument is still valid.

You're doing the same as what they're doing. Associating what the user can see, and disregarding the jutsu's reach. Just because you can see far, doesn't mean the jutsu can reach or the target can see. Both are what matter because:

a) Genjutsu still has a limited range.
b) Visual genjutsu requires eye contact. It's all well and good you being able to see them, but at a few miles away or whatever, they're not likely to be able to see you, let alone make eye contact. You look at any normal visual genjutsu in the DB, and they're all assigned as short-range techs.

Or she could have used IT straight up. We never got the full is insight of how IT can function other than the moon reflecting the eye.

I don't know what you're talking about here, but Kaguya definitely didn't open a giant portal to a moon to cast Infinite Tsukuyomi if that's what your saying. Hagoromo said Kaguya gained too much power and people started to fear her, and that he only fought her (or rather the Ten-Tails) after she became angry with him sharing chakra with people. If she just used the technique right off the bat he'd be living on an empty planet with just his brother and her.

They did it in the war acr with ino

I don't know what the databook says on Mind Transfer range, but the jutsu sends the user's mind out in a straight line from where they are looking. If the target moves, the jutsu misses since the user can't control the movement of the jutsu after their mind leaves their body.

This is why Ino had Hinata support her with Byakugan, which just allowed her to better aim her attack before using it so she wouldn't miss.

Byakugan didn't increase the range of her jutsu. It did improve her accuracy, though.

The BYAKUGAN allow her to use her jutus over longer ranges an increase the accuracy.. Kaguya if you remember could see around the world and she use her byakugan to use genjutus
