Just how I made threads about the Byakagan being capabling of bending light to achieve its 360 view id like to also specify something.
The Byakagan's vision and capabilities are modifiable based on the user.
For Example:
Kaguya did not have 360 vision however she could track both naruto and Sasuke.
This would mean that instead of using her Byakagan to see in 360 she simply focused its visual prowess on Frame rate tracking and Distance.
Another example of this was when Hinata switched from 360 vision to long range higher Frames Vision to see the Juubi being absorbed near instantly
This shows us that the Byakagan is capable of modifying its vision on the fly to suite the user.
In theory one could argue with such control over light the byakagan in the hands of a capable user can track Frames at the speed of light.
This further proves that Byakagan in essence controls light and is capable of controlling light to the extent of controlling space/time
Final Example momoshiki stopping time.
Clearly with his Byakagan activated he is capable of moving and interacting while time itself has stopped.
Sasuke who was also capable of seeing the events take place was unable to move.
Why would Sasuke who has the RinneSharingan be incapable of interacting through time stop?
Because he lacked the Byakagan unlike Kaguya who had both
