it's already amply clear that Minato>Itachi. the mere fact that Minato is matched up at a numerical disadvantage against high tiers while edo itachi needed reinforcement to beat high tier shinobi already settles it. then there's the little fact that minato's plan succeeded whereas itachi's flopped.
itachi is simply shown in a very good light because he's got a massive fanbase, so kishi brought him back and gave him some bs feats like defeating nagato when he couldnt possibly see the king of hell much less blind him, or defeat kabuto with izanami when izanagi is expressly stated to need senju dna, so why not its twin?
feats are a very poor way to judge a character's strength. because shinobi who are shown in a lot of fights like naruto, sasuke, itachi and kakashi are naturally going to have way more feats than shinobi who arent shown. but then we see tobirama who didn't have a single feat to his name cream an uchiha almost on madara's level, and suddenly he's top ten. common sense would have given us a good indication of his strength way before that.
