Neji's dad is most likely stronger than Haishi, they were fighting pretty equal during the war and Neji's dad was an Edo so he wasn't at full power. I would put Neji above them both tho, he was Chunin level during the Chunin level and self taught himself Hyuuga secret Jutsus then by the end of part 1 we see Hiashi training Neji so no doubt he taught Neji everything as he said himself that Neji is a genius as he watched Neji fight. Neji would be in better physical condition at age 18-19 (I think he was in Shippuden) where as Hinata's dad look high 30's at the very least.

I put Hanabi above them all since she was already stronger than 12 year old Hinata at age 5 and trained with her dad and had access to all Hyuuga jutsus. Neji died so she had 2 years to catch up to his level and surpass him and her dad would have passed his prime
