Yes he is fighting older versions of Naruto and Sasuke. And they are not weaker without the yin yang symbols. They just can't do the sealing/CT on him.

Naruto and Sasuke are definitely nerfed. Some "puppets" invade the village and Naruto doesn't own them? Someone who should be weaker than Kaguya (who got beaten by Naruto and Sasuke) lasts an entire movie? This smells like small scale, Naruto wasn't shown with any "modes", only a regular Rasengan going against an Ootsutsuki, haha. Sasuke doesn't even look like he's going to help. Not that i mind seeing Kunai fly against a god-like being, i just hate nerfs.

Kaguya has already been established as the strongest being, Toneri also has zero hype. Why doesn't he just bring the moon down if he really could, instead of invading villages and kidnapping girls? I'm betting he needs to do something in order for the jutsu to work.
