Buttons are missing and posting is laggy. What is happening?

Normally, when I go to post a reply, normally there are a few buttons, insert image, insert video, etc., that are available. Additionally, when I click "Go Advanced" there are a few other various options. However, none of those buttons/options are visible to me now. I only get the sidebar with various smileys when I get into the advanced options, and in a regular post no options are available. I know it's not my adblock software as I've disabled it everywhere for this site.

Also, when attempting to quote someone in a reply, it lags for several minutes. The only way I've found to rectify the situation is to repeatedly click the "reply with quote" button. I also get similar lag when I try to edit one of my posts. I know the issue is not my internet connection as I've tried a few different networks all of which have no problems on other sites.

Does anyone else have these problems? Can anyone tell me what's going on and what can be done to fix it?

It's definitely not my connection. As I mentioned previously, I have tried multiple networks, all of which are high speed, and other sites work just fine.
