Tobirama has shown that he could work with an Uchiha. Remember there was an Uchiha in his team along with Danzou and Hiruzen? That was when Madara was known to be dead already.
If Tobirama was evil, he would have exterminated all Uchiha during his reign as a Hokage.
Madara on the other hand is likely to exterminate all the Senjus if he comes into power. Even his fellow Uchihas can't trust him anymore, he has gone way deep into the dark side.
