Burgess wins this by feats and hype, considering that he's division one captain of a yonkou ship.
I would personally like to believe Ace would take him, but his strength and technique looks a lot more refined in comparison to pre timeskip.

Better Haki feats than Ace. Also, Burgess completely tanked Ace's signature technique preskip. After the timeskip where Burgess has just gotten stronger, he'd beat Ace mid-high diff.
Fire must be respected bro whether he had Haki or not he was still a problem pretimeskip because of the destruction of his DF...also Burgess didn't tank shit pretimeskip BB told the kids to go to the aide whiles the grown men play
