2nd scenario - Pre-timeskip Buggy vs Post-timeskip Usopp
3rd scenario - Post-timeskip Buggy(knows the basics of CoO and CoA) vs Post-timeskip Usopp.
(Lets assume Buggy learned CoO and CoA,at least the basics.)

Buggy wins all scenarios, but struggles in number two...and here's why...whilst usopp is an amazing shot, and has a huge bag of tricks that gets him out of lots of spots, buggy has several advantages that play Into usopp biggest weakness. 1. Hes going to be hard to hit, even for usopp. 2 . He can quickly overcome usopp by attacking him from all angles, and pestering him enough to not allow a clear shot, or even time to shoot. 3. Buggy bomb..I'm pretty sure usopp is still weak to explosions...soo besides the time skip advantage in scenario two I say everyone is buggy

I also believe buggy has gotten stronger since we've last seen him but only time will tell that

A lot of people ignore feats from characters Oda likes to use as gag characters like Usopp and Brook. Usopp had the strength pre skip to beat up a fishman and survive that crazy bat to the face.
