I really think that Brook can defeat Luffy, first of Brook is so fast that he can run on water and he can draw his sword out of its sheath and cut some one in less than a fraction of a second , look how Easily he defeated one of the executives of Doffy's army, what's your opinion ?

Brook can run over water first and foremost because he barely has any weight. It's not a sign of having extraordinary speed. On top of that pre-time skip Luffy was already fast enough to outrun experienced Haki users. Post-time skip Luffy was able to dodge an ambush from the back from a Shichibukai.

Brook beat Jora, which can relatively seen hardly be considered that impressive. Jora belongs to Trebol's division, which isn't a battle-oriented one. Many of the Strawhats could have beaten her.
