Well then its settled, I'll be going first.
Not sure what going first means here, so I'll just start off teaching you.
Here is the one you want to learn. I know you wanted to pair this with the cloudless rain one, but as per the last note it requires rain clouds to be used so it won't work with that one, sadly.
Now, its a pretty simple concept. There are plenty of techniques that are based off henge no jutsu to transform your appearance (I think there's one that already transforms you into rain drops if I'm not mistaken). This is basically the same thing. Think of it as a combination of water substitution and henge, as you're not just taking the appearance of rain drops but becoming them.
So give me a description of this in your own words, some strengths, weaknesses, combo possibilities, etc. And then use it.

Description: i always saw this as a rain version of all the other element jutsu that allow you to change into a given element. Like how pervy has one turning into wind to move around, that fire fire jutsu kagatsuchi has, decay body shiz scorps had etc. This essentially allows me to break my body down into an abundance of rain drops in a mere second. After that I'd travel into the clouds, over to a new place (only where clouds are) then travel down to reform to my real self. The description makes it seem slow but those steps are relatively fast when actually happening.
Strength: If the opponent can't sense or see chakra, it'll be impossible for them to spot me when i turn into rain. I could evade injury from physical attacks like earth or water. It gives a level of stealth when moving.
Weakness: becomes very vulnerable. Very. Like, can get erased from existence vulnerable.
Uses: I'd never use this against sensors. :/ maybe against doujutsu if i created the rain and he sees my chakra all in the rain instead of only where I'm traveling.
Combinations: I'd use this with that vortex storm technique to get the greatest use of this technique. I could turn into rain and travel in any direction since the rain comes from everywhere, then i could reappear anywhere also.
Perform: I focus water chakra throughout my body in order to suddenly disperse into countless rain drops. At that point i travel into the clouds above us, secretly traveling whilst within the clouds. I'd then travel down, reforming from the rain directly to the left of you, doing a dynamic entry to your left cheek.

Fuuton: Jaakuna gēmu | Wind Release: Wicked Games
This is a technique used to coat other techniques to make it difficult for an opponent to counter. We went over most of the usage examples and shiz via pm, but for public sake; you can coat things and the wind will initially phaze through any solid object until the thing it's coating is stopped or destroyed. The coat then becomes aggressive pressurized wind that continues with the size/shape of whatever it was around, but now an A-rank wind technique.

Description:
A known wind specialist, Shady, wanted to put to use the intangible side of wind, liking the sneaky opportunities it could bring. He decided to make use of it as a supplement to his other attacks altogether, making them a bit more dangerous than normal. This jutsu is initiated by manipulating wind chakra around a chosen projectile or jutsu in range that's in motion (a wind sphere, kunai, etc.) Whether it be the user's jutsu (not opponents) or an inanimate object. The wind chakra suddenly coats the jutsu/object creating a shell of wind in the shape of it, about an inch away from actually touching. The wind shell itself is unique, purely taking on intangible properties like the wind blade technique but giving off a noticeable green glitter affect. Once the shell of wind is around said projectile, it remains there in a useless intangible state, until the object is removed (getting knocked away from the coat, stopping said projectile). Once the inside of the shell becomes empty, the wind continues at the speed of the projectile but completely pressurized in order to recreate the projectile in a cutting wind form. For example, when coated onto a kunai that is thrown at an enemy, it would simply look like a glittery kunai. If the opponent attempts to intercept with a kunai of his own, it will simply phase through the intangible wind shell unaltered, knocking the other kunai away as planned. The shell of the kunai would continue at the opponent as if it was the kunai itself, but now pressurized into cutting wind instead of its intangible state. When first created and in its intangible state, the wind will phase through physical objects but affected by energy type techniques such as fire, lightning etc. In the case that the opponent is combating the intangible wind with energy based techniques, the wind is treated with A-rank strength according to strengths and weaknesses. So it would play on equal terms with S-rank lightning but only B-rank Fire or other A-rank wind. Once in its pressurized state, the wind can be combatted by physical and energy based techniques, according to elemental strengths of course.

Description: Similar to other wind coating techniques, except the wind isn't formed right away. Instead you get a green sparkle on the object you're using it on. When that object, whether it be a thrown weapon or some sort of compatible technique, is stopped by another solid object the wind takes form and carries onward in the shape of the original object.
Strength: It can be used to protect a solid object, or attack while also defending, or create a surprise attack. It may be difficult to notice the green sparkles at a distance.
Weakness: Takes up two of your moves if you want to combo it wit something else. Shouldn't be that difficult to notice at a reasonable distance.
Uses: Combo it with an earthen projectile since it can defend the earth against lightning, or continue on if the opponent physically stops the earth.
Combinations: Same as uses I suppose.
Perform: I pick up a large rock from the ground and toss it high into the air, arching towards the middle point between me and a tree. In a quick motion I slide a kunai into my hand and channel wind chaka into it, creating the technique's signature green sparkle. I toss the kunai timing it perfectly so it is intercepted by the now falling rock. The kunai is stopped dead in its tracks, but at that moment the wind takes form and continues forward in the shape of a kunai, slicing through the tree with ease as well as several more behind it.
