It's been said that he is the world's most wanted man, so I guess he also has the highest bounty. It's difficult to predict what kind of bounty he deserves. Luffy and Jinbei both pretty strong pirates have 400M. Eustass Kid had pre timeskip a higher bounty then Luffy but it was based on causing huge amounts of civilian casualties as well. I have no idea on what level people like Whitebeard, Shanks and Blackbeard are but if I have to guess I'd say Dragon has a bounty of 800.000.000 Beri. Based on his actions and his power. But I wouldn't be surprised if it was more then a billion.

Most likely Dragon. As Love Cook said, he is the most wanted man in the world so I see no reason why he wouldn't have the highest bounty.
