the bounty is based on: hostility to the government,marines and general public of the world,past actions,reputation etc.

whitebeard probably had a bounty of maybe 600 million purely because he was a powerhouse , but he never made rash decisions etc.

that is why: all shichibukai have their bounty revoked , but because doflamingo is pretty much the man in control and governing how the new world works and is atleast at low-medium admiral level (i believe he could've given aokiji a close fight) he may get an even higher bounty than dragon

I think they gave the strongest man in the world a higher bounty than 600 million. If luffy already had 400 million, Whitebeard had something around 1 billion IMO.

Bounty could be extremely high for what kind of secrets you know about thw WGs goings on. It is also like Ace who was the son of the Pirate King had a very high one since it was a high chance he could become the next king.

So yea, I agree.

robin , a child had 80 million or something like that (i think), proof that strength only really comes into consideration if they are considered hostile , whitebeard was wise , he wouldnt provoke the WG or the marines unless one of his sons where taken from his ship (hint hint - ace).

its all about your perceived threat level, Kid had the highest bounty of the supernovas because he would just destroy stuff left and right while luffy and law were on his power level but not crazy and causing as much destruction.
your post was a prime example and good explanation as to what a bounty actually is

If they weren't a threat, why would they have a bounty in the first place? So of course bounties aren't meaningless. It's not an exact measure of strength, but it's what they're willing to pay to get rid of someone
Bounties are like power estimations by the government, but it's true that they don't reflect the true strength of a pirate always

-To some extents I agree. But with Bounties that are extremely high like Luffy's, Ace's, Kid's and Law's theirs show how powerful they are and with that power this shows that they are indeed threats to the World Government and Marines.
---When a character is introduced and it shows their bounty and if it is in the 100 million group we know they are a threat, and if they are greater than 300 million we know that they can nearly rival Luffy in some aspects

So IMO bounty does in a way show how powerful a pirate is
