Her are the possibilities I've thought of.

1.Byakugan w/Uzumaki blood led to a mutated Byakugan.

2.Bolt is somehow innately taking in Nature energy, and thus his eye changes appearance from a normal Byakugan to what we see.

3.It's a transitional Tenseigan brought upon by inheriting Byakugan and Hamura's Chakra.

4.It's a normal Byakgan that takes the strange appearance it does by being exposed to Ootsutsuki Chakra.

It's a mutation of the byukugan and Uzamaki bloodline could be tensiegan but I doubt it and he started getting the development before he meet momo so count out that theory. Will be nothing related with Uzumaki blood as mention by Momoshiki, mentioning Uzumaki again will be irrelevant again in Boruto manga. Boruto eye is a power mixed with a byakugan blood between hyuga and Otsutsuki chakura transitional it may leads to Tenseigan as final form.

Boruto inhered his mother power and maybe poor amount by his father obviously not uzumaki related because Naruto Uzumaki power still not highlighted in previous mng, he just known to own Ashura pawn.
