I noticed that when Boruto opens his eye the light blue begins to go over and cover his regular iris so he activates it more like a sharingan

That's a future shot which means that's a future powerup so it's unlikely that's supposed to be Byakugan, more likely it's his tenseigan or whatever Momo did to him.
Plus we know through Himawari that the Byakugan lines still happen

The glowing is a trait of tenseigan though so as I said it's more likely that seeing as that photo is a snapshot of a future stronger Boruto.
