He doesn't know how to use the seal. He can't activate it at will and he passes out after using it.

Here's what would happen if he tried to use it in the chunin exams:

> he'd abosrb a ninjutsu from his opponent
> faints right after absorbing it
> passes out
> his opponent wins because Boruto passed out

The same applies to the Jougan. He can't activate it at all and tbh it's featless so far. All it can do is see chakra points.

In other words, those power ups would probably work against Boruto rather than help him advance the CE.
