The Kage, Lee, Sasuke and Sakura were all in the stadium alongside Shikamaru. So even if he was talking about the people there now, she was included cause she was there. Yet she wasn't picked. They were going to go and get the Hokage, Shikamaru would not have made the mistake of not sending her if she was stronger or been better then any of the people who went (not including Boruto).

She blocked his attacks, tanked his strikes, head-butted him and evaded all his long range attacks, the only reason he won was because she had no knowledge of the blades disrupting your chakra.

She was mostly defending herself, yes she head butted him but it didn't do a thing. A CES user not having enough skills to land a direct CES punch in the middle of a taijutsu battle is sad imo. Fact is Shin was overpowering her the entire fight.
And her lack of knowledge of Shin's abilities can't be given as an excuse considering most of the time ninjas engage other ninjas with no knowledge of their abilities. But I agree that his ability was beyond her to counter.
