Depends on what is defined as weak. Max level Sennin Mode is still stronger than 90% of the humans in the Narutoverse. Maybe not Hashirama and Madara base forms (he's not defeating their Sage Mode or Susanoo). You could also argue Sasuke with EMS and maybe Minato. Rest he got beat.
