Where else have we seen shape changing tattoos in Naruto-verse? Curse marks.
What are curse marks? A way of controlling natural energy without the need for sage training. These tattoos are basically less crude versions of the curse marks. Curse marks were Orochimaru's attempt to harness the powerful natural energy that flows through the planet, the same energy that the divine tree leeched off of to create the original chakra fruit. Natural energy is prone to corruption, the natural energy used for curse marks is clearly corrupted as is the natural energy within the demonic tree.
As it absorbs natural energy from the planet, similar to the spirit energy used in a Spirit Bomb, it converts it into the demonic energy that would eventually manifest as the 10 tailed beast, containing within it the hatred and sin of humans. When fully released, the users can gain powers similar to those seen in the Juubi jinchurikis, as they utilize the same demonic natural energy as the 10 tails but they can turn it on and off like the curse mark, this prevents them from submitting to demonic will that drove Obito and Madara to the brink of insanity and drove Kaguya insane.
Momoshiki circumvented the corrupting will of the tree's powers by transforming the chakra fruit into bite sized pills that would give temporary boosts of power. This required him to constantly search for more sources of chakra however, as his power was only temporary.
In recent times, Orochimaru has improved on the curse Mark and allows the users of this new system to tap into the same great powers of Momoshiki or a Juubi Jin but without the full on risk of being taken by its will or the draw back of a temporary boost.
