is it possible that the man that boruto saw after beating momo is the third otsutsuki that was suppose to fight kaguya for the chakra fruit and he is the strongest of the otsutsuki

Because he doesn't look like the third otsutsuki member that we saw in kaguya's backstory....

As far as we know, only momoshiki and kinshiki are the threat kaguya feared. Although, I do think this is a another otsutsuki. Not sure who though.
