Every Major villain in Naruto had a complex motive.

Obito- Stop the war torn world and create a reality where nobody has to experience the hell he did.

Madara- same as obito.

Pain- Believed that forcing others to experience the pain you've experienced will help them connect with you for peace.

Kaguya. Lost hope in humanity so she enslaved them,forcing the ones not on the god tree to abide solely to her ideals.

Back in Part I, Oro's main dream was Uchiha body which is the same as Kara's and aliens' goals.
We haven't had any complicated villains like Tobi and Pain but we might have...
Look at Kawaki's words : "The age of Shinobi is over" . What are his intentions? Why would he be satisfied with destruction of shinobi world? Unknown... I believe that he's as complicated as Part II villains

Sumire - destroy Konoha to avenge her father who was witch hunted after the war merely for being apart of root

Shin Uchiha - restore conflict to the shinobi world to assure strong ninja will continue to be produced

Momoshiki & friends - research what happened to Kaguya and continue her work

Shojoji - had a basic goal kind of but might be more to him later

Ao - to serve Kara as a outer

Kara - plans included aliens, shinobi, ninja tools so must be complex

PS: Kaguya’s backstory isn’t cohesive and irrelevant, her motive as a villain in Naruto was to take everyone’s chakra back and that’s it

The series itself dosen't have a reason or motive please tell me the plot, It's a story about Naruto's son nothing else NO PLOT it's just moving forward for no reason let alone the villains.

Edit-Given it to Ikemoto and Kodiachi it's a stupid try to make Naruto weak and a unworthy little brat stronger than him.

In Nartuo, they actually took the time to nurture the characters back story and even develope more drama/story with the current series of events. This is why it took so long to tell the story (I am not counting fillers) and why it developed such great charecters.

In Boruto, however, they creaters/writers/animators have gotten lazy. Every time a character or situation that has potential to develope into something great and evolve the series even more comes around, they hurry up and end it ASAP. Sometimes in the lamest possible way.

This is why no one really cares about the new characters unless they have a relationship with the already existing characters. Someone dies, no one cares. Plot twist, no one cares. People are only watching because they want to know what happens to the original characters.

Naruto/Boruto ae known for:

The uchiha clan
Dattebayo
Hinata being useless/neg diffed
Naruto chasing after Sasuke
Boruto being a trash character with ass pulls and handouts.

Kishi wrote Gaiden indicating who he wanted to base the new series around that speaks for itself.
