Gohan had it all. SSJ2, Mystic Power up and a badass future counterpart. Gohan's hype was partially revived by the Mystic Power up, but then he was put back in the fodder zone.
Which still doesn't change the fact the he doesn't have solely Rasengan and Shadow Clones by itself. He still still have other techniques such as Frog Fu and its variants. Even if there aren't much in his arsenal, my point still stands because that's all I need to prove it.

I can see what you mean by Naruto only Rasengan and Shadow Clones consider they were base jutsu of his variants. But I don't see why that should be a detriment to his abilities, since the way he uses them completely makes up for that. Naruto's 2000 Blows Barrage, Uzumaki Combo, and All Directions Shuriken just happens to be three examples of this.
