Hanabi was already the heiress ever since Hinata lost the title back when they were younger.

Also, there are 2 Hyuuga kids in this generation (Boruto and Himawari). There are just no Hyuuga kids with byakugan or Hyuuga abilities. Simply being born to a Hyuuga and having the alleles (whether they are dominant or recessive) makes Boruto and Himawari Hyuugas regardless of what traits they inherit.
