I am guessing that the bottom one is to take out summoning scrolls. The scrolls have symbols and each hand sign corresponds to its respective symbol when you want to take out one scroll in particular. Just my guess

Come to think of it, those supposed scrolls look like batteries or ammunition for chakra natures of some sort. If you look on the left at the bottom picture you will see this battery look alike scroll on the bottom of the device.

Second thing is scroll holder. It contains different types of scrolls heaven, earth and others. The hand signs are used to take it out. They could be summoning scrolls tho.

the bottom one... the scrolls have kanji for the 5 elements, and pictures of hand signs. it looks like it may be some sort of nature affinity assistant that allows anyone to use any element. or maybe is designed to help you learn them, though i don't feel like kishi would show us what it looks like equipped for battle if it was a training tool.

or like someone else said, its a scroll holder.
