This could be entirely due to the fact that there's no focus on him at all. We only see what's on the surface. If Gaiden was centered around Bolt and Sarada only showed the character she had in ch.700, she'd be boring as well. I think Kishi's saving Bolt's character for the movie.

I can honestly see it with his Hokage hype - With the movie continuing, Naruto can easily take it for his own.

What I was thinking. The whole thing seems to fit Sasuke more considering his character. But it would still be pretty fresh for Naruto to have a badass moment like that.
