No bro he doesn't :| SM increases you're Ninjutsu , taijutsu , Genjutsu so why wouldn't he enter SM when doing it? He wants more damage so its clear to enter SM for better results , everytime he does a gaint rasengan he will try to enter SM first , but he doesn't have to be to make one that size.
