The only way Kishi is going to let these ninjas blind their opponent is if they're up against someone with "extra" eyes on hands/summons, etc. Otherwise, it's a cheesy way to defeat someone's main fighting style. Realistically, against anyone with Doujutsu, ninjas would do all kinds of cruel stuff to try to throw acid in their eyes, or aim all attacks at the eyes. No Uchiha would even have eyesight after their first three or four battles, and those that did would probably have tons of scars around their face due to failed attempts on their eyes. That's not the story Kishi wants to tell; he'd rather have "clean" fights in which fighting styles based on super-powered eyes are not a liability.

Yeah it's not like they can see through and predict things.
