Despite it not doing that for Hinata, it's perfectly plausible considering Boruto is the main character. Plus we aren't even clear on the power scaling for the new series. Hell, if Naruto is actually dead, Tenseigan wouldn't even be all that surprising. Plus, Sasuke is his teacher, so they'd both have the one eye thing going (I just realized that counting Kakashi, that's three generations of student and disciple with the single eye-jutsu)

Hamura had it because Kaguya's Byakugan became Tenseigan in its purest form in Hamura same as RinneSharingan became it's purest form in Hagoromo(Rinnegan)

Sadly it can be possible this new manga doesn't even make sense to me now honestly. Lol
