Listen here's my theory

I believe Boruto dojutsu is linked to Mitsuki's Sage mode.

i think thats how he's the Sun to Mitsuki's moon.

When Boruto tried to use the summoning jutsu, konohamaru noted Boruto didnt have enough chakra.

I think his eye activated and with chakra harnessing fromnhis eye and chakra harnessing from mitsuki sage mode,
they synced making it possible for boruto to summon that snake like creature.
