After the fight with Kaguya, Sasuke announced plans to take over the world, so he can bring peace better than Naruto ever was. After his fight with Naruto, Sasuke seemed to want to postpone the plans.
First proof of Sasuke plotting plan is that Sasuke went to live by himself in forest. This is exactly what Madara did when he plotted same kind of plan. SAsuke did same thing, so it is obvious that he plans same thing, especially Sasuke already announced the plan.
Another proof is that Sasuke looks more untidy; his hair is curly and face looks tired. The author made him look like this to hint to us that Sasuke is very busy with the plans, therefore Sasuke is no longer time to wash.
Sasuke also gets in touch with Naruto son, this could be to gain intel on Naruto and his moves.
Sasuke probably hired the new bad guy, which now fights Boruto.
The new bad guy probably works under Sasuke, because Sasuke is stronger than him. New guy was able to kill Naruto, but was not able to kill Boruto, who is Sasuke student. If new bad guy cannot kill Sasuke student, it is logical impossible to kill master Sasuke.
