Momoshiki did confirm that Boruto can sense him because of his Hyuuga genes.

So that means Boruto might unlock a Dojutsu + tattoo might have some Rikudou power = Tenseign, maybe

Boruto can't unlock tenseign because he does not have strong eyes, sasuke got strong eyes, boruto does not. Does not matter how many tattoo power ups he gets if his eyes will always be weak. You can not manipulate the Byakugan to get stronger.
