They should have Kurama chakra mode. Boruto and Himawari both have whiskers the same like Naruto and the same like Ginkaku and kinkaku, there no reason for Boruto and Himawari not to have Kurama chakra mode.

Naruto with whiskers and Bijuu = Chakra mode
Ginkaku and Kinkaku with whiskers and eating Kurama meat = Chakra mode
Boruto and Himawari with whiskers and Naruto as father should = Chakra mode.

Gin/Kin Brothers ate the flesh of the Nine-Tails, but they only were able to survive because they were rumored to be blood relatives of the Sage of Six Paths.

Boruto and Himawari have whiskers because they had it passed down from their father's genes.

It's the same reason Naruto had whiskers when he was born. He was conceived and born while his mother was a Jinchuuriki. The Nine-Tails' influence passed down into Naruto as he was born. It should be noted that Naruto wasn't a Jinchuuriki when he was born though. He had the whiskers before he was a Jinchuuriki.

That being said, Boruto and Himawari should not have any actual Bijuu chakra unless they become Jinchuuriki's. All they have is some "influence" in the form of appearance.
