What website/program do you use to border. i use Lunapic, but my pictures come out low-reslution every time.

If you want to be a skilled graphic designer, using websites online isn't really a smart choice. Downloading a program like Photoshop/Gimp and learning it's recourses, and design principals on them increase your graphic designing skills to a higher level. Bordering an image/avatar/signature isn't a really hard thing to do. Here is a basic tutorial on bordering

I have Gimp (used it to make my current ava), but am getting Photosho Elements soon. Can the tutorial be used in Elements as well?

Yes it can. But I use cs6 as most tuts out there are provided using cs6 and previous versions.
