Border help again

Can someone tell me how to border like this:

You must be registered for see images

I want to make ir on my current sig.

I need instructions for Photoshop. Btw, I have CS6.

I would follow the tutorial, but I don't seem to be able to follow all instructions with my PS.

Use these two for normal/premium avatar borders by pasting them above the avatar layer without the border. To change their color, double click the border layer, and then click color overlay on the left, down and then change the blend mode into screen, and select the color.

As of for the gif, i’ll do that for you and pm you on how.
