What do you mean by two times more powerful? Will it have more chakra? Yes. Will it have a more powerful TBB? No. You can check the TBBs power from half and full Kurama by comparing the blast radius, and they are exactly the same.

BM also uses a certain amount of chakra. Adding another Kurama to it would only increase the time, it won't add anything to BM.
