Boruto definitely has Lightning Release, he confirmed that he unconsciously used it while training with Sasuke (read the OP)

and yes, I wanted to keep this one to myself but Boruto does combine Lightning with Rasengan on his first try with Sasuke. He didn't give me much details about it.

It's unfair on everyone's part that he got disqualified for using a ninja tool someone pressed him into.

The scientist guy probably heard about Boruto's upcoming match, and knows how much he wants to impress his father, so like the spoilers says he tricks him into using the device. Boruto's feats and skill are probably enough to defeat Shikidai already, but he wants to live up to his expectations so bad, that it clouds his judgement.

Leading to this very situation. It's actually quite good character development imo

Yeah that scene was a bit harsh, but I expect a good amount of feats before the exams, and afterwards which settles those jimimes.
