Alright, lets take this back to biology.
Let's say Hyuuga genes are recessive for this. I'm not gonna go use *** linked trait alleles cause thats mad extra to type.

Naruto = BB (dominant)
Hinata = bb (recessive)

B B
b Bb, Bb
b Bb, Bb

Bolt and Sunflower's chances of having Byakugan is 0%.
If they're to mate with other Hyuuga with Byakugan, they're offspring are likely to have Byakugan seeing as how Bolt and Sunflower are carriers for the Byakugan trait.

THERE FIRST HINT SHOULD'VE BEEN THEIR EYES. THEY AINT HAVE BYAKUGAN WHEN BORN, THEY'RE NEVER GOING TO HAVE IT AFTER NOW.

What do you expect? These *****s to get angry or over-emotional and unlock Byakugan? stop dreaming.

Uncertain/False assumption --> Hyuuga genes are recessive. No one knows which genes are dominant and which are recessive. Only Kishi can determine that.

It wouldn't be logical at all being that blue and blonde hair are a recessive gene. Hinata would have to carry the gene for blue eyes in order for Boruto and Himawari to get it but them Hyuga genes ain't allowing that. So bringing biology into this doesn't make sense at all......

Well, a lot of different possibilities come into play if we take into account how doujutsus in Narutoverse are capable of mutating.

Kaguya, the original wielder of the Byakugan gave birth to the Rinnegan, which later on gave birth to the Sharingan, which progressed back into the Rinnegan when combined with Senjuu DNA...

Naruto is an Uzumaki. A distant relative of the Senju clan, but a relative nonetheless. Meaning that he possesses an amount of Senjuu DNA and a whole lot of Uzumaki DNA. Which might cause the original doujutsu to mutate into a new form when combined with the Hyuuga DNA.

I think it is a recessive gene because if it was dominant both kids would have come out with Byakugan because...

BB-Both parents had byakugan gene and passed it to their child
Bb-One parent had byakugan gene while the other didn't however Byakugan would still take over and repress the recessive gene
bb-Both parents carried the gene for blue eyes.. Which is obvious for Naruto but not with Hinata so somewhere down the line a Hyuga-Other clan mixture had to happen for the blue eye gene to take place...

I'm thinking it's recessive though... recessive and recessive... I honestly don't even know how punette square that right now XD
