Uits a good move but you can use it once. You have use it right at beginning and your target must not be expecting you so you can catch them of guard. That's the only way to use it right.

shunshin is deadly in the hands of the user ,

But the thing with sai I'm questioning whether that was it.... If that's the case, sai is on a shunshin level with itachi etc.. and even better than sasuke's 4.5 shunshin.. with deidara saw..

That would mean he has a full 5 in speed... which i doubt since he's an aerial fighter..

Maybe Deidara just really overdid it. And shunshin depends on the amount of chakra you put in, which is why 3.5/5 Naruto became able to match Raikage in KM(cuz he got a shitload of chakra) so maybe Sai just put in a lot of chakra.
