Surfing the world web, "Flying thunder God is often compared with the Body Flicker Technique, the speed and range of this technique are much greater." which supports that it might look or be like teleportation but really it's not. Although it's known that Shisui was capable of using it to a point of "fade out of sight, leaving no trace of either his presence or his destination." this would probably be that, this very jutsu depends on the user much as the MS varies with the welder...mods could limit or base it more on rank...probable...which is fine...but anyways mods can figure something out...
regarding the claims as Wiki says "The amount of chakra required depends on the overall distance and elevation between the user and the intended destination." this could be manipulated to speed, Where one would release more chakra to enter another speed level to escape using this jutsu...and from all that "The Swift Release, a kekkei genkai that allows the user to move at high speeds, is similar to the Body Flicker Technique" well this inputs on the fact it could be like swift which is allowed...
Now I do wonder if there is another reason why this was forbidden and never reworked on to meet role-play standard?
