Type: Supplementary
The ninja will appear and disappear in an instant, allowing them to retreat or attack suddenly. To facilitate the movement the ninja will often use nearby elements such as mist, sand or leaves to mask their appearance or disappearance.
Note: "after adding to the description, this is where mods place restrictions etc..."

Surfing the world web, "Flying thunder God is often compared with the Body Flicker Technique, the speed and range of this technique are much greater." which supports that it might look or be like teleportation but really it's not. "Flying thunder god->Fundamentally, this technique is more similar to the Summoning Technique than the Body Flicker Technique, as it revolves around the manipulation of the space–time continuum rather than simply accelerated movement." Although it's known that Shisui was capable of using it to a point of "fade out of sight, leaving no trace of either his presence or his destination." this would probably be that, this very jutsu depends on the user much as the MS varies with the welder...mods could limit or base it more on rank...probable...which is fine...but anyways mods can figure something out...
regarding the claims as Wiki says "The amount of chakra required depends on the overall distance and elevation between the user and the intended destination." this could be manipulated to speed, Where one would release more chakra to enter another speed level to escape using this jutsu...and from all that "The Swift Release, a kekkei genkai that allows the user to move at high speeds, is similar to the Body Flicker Technique" well this inputs on the fact it could be like swift which is allowed...
Now I do wonder if there is another reason why this was forbidden and never reworked on to meet role-play standard?


Hey, another idea, Non-player character? Where NB could create up events to defeat or something using this idea? =D

A lot of Custom techniques takes the concept of this technique: using chakra gathered in the feet to increase speed.

Also, NPC Event is not allowed. Mods do not like the idea that they "control" everything and decided that members should "freely" Role-play. And when Role-playing, you must attain information from Role-play members and not NPC(something long those lines).

Swift Release is a KG with it's own restrictions and limitations, therefore it can be regulated and given to a smaller group. FTG is radically different and even requires Battle Tests just to get it, because only Minato and Tobirama Bios can have FTG

If Body Flicker was allowed, everyone would basically use it, and it would be abused as stated in the reason to why it was banned.

EDIT: I also see where you said Mods can figure it out. So after giving out a few suggestions, I thought and realized how that not only makes your case worse, but is rude. If you have a suggestion, you should come up with all the possible workarounds to it. Don't let someone else think for your idea.

Not if it had restrictions. Ex. X amount of turns during a battle.

Body Flicker cant be used inside battles, but it can still be used inside of the NW during RP situations. Also, there exists several different Flicker Evasion jutsu as a substitution for Body Flicker for bios that have a canon ability that allows them a speed increase, like Lightning Armor or EIG for example.

Body flicker is an ability only a few ninja were able to successfully use in battle. Minute was one of them. For the rest, they use the ability as a means to travel a long distance in a short time. However, even such a feat isn't horizontal to all ninjas. Otherwise, even in the manga, you'd see more cases of this. In our RP, what we did was to allow bios that have speed as their main ability (Minato, EIG, Railkage's, Junchuriki's, etc) the ability to use a similar ability to take use of that same speed. And body flicker can then only be used for RP purposes in the NW.

As for NPC, the concept is nice in a video game but meaningless here as the NPC isn't controlled by a computer or automated but by another person, another member of the forums, likely a sensei or mod. This by default makes it a weird concept to apply to the RP. Does everyone really want to fight a mod using .... the jubi for example? Or some powerful bio? We never applied it into the RP because the concept doesn't translate successfully into a text based RP. At least, we never found a way to successfully do it.

A test bio just for flicker? Outside of that he's just a normal Uchiha bio. Wouldn't that be a bit much?

The fact that something is tested or not has, in a great part, to do with the implications of allowing it openly to all without restrictions or screening the ones who want it to make sure that those who get it won't break the game at any chance they get. We balance and reason how things will or not be used and what are the effects of it being used. The combination of Speed and virtual instant movement + Sharingan Genjutsu is an easy one to predict. Considering how people tend to use such combinations, a speed based bio with an ocular KG will, by default, need to be more restricted than a a bio with said ocular KG.
