Now while this may seen obvious, it's not as as simple as it seems.
Ex)
Here we see haku intercept Kakashi's blow. Haku was at further distance and still managed to appear without Kakashi noticing with sharingan active. In the databook, both had a 4 in speed but obviously Kakashi was superior in speed overall at this time, hence Sasuke read through Haku's movements. So, no matter if the opponent is faster to some degree, body flicker can allow one to avoid a blow.
This reason why I posted was to ask. When arguing foot speed, should we consider body flicker as a counter?
