Now while this may seen obvious, it's not as as simple as it seems.

Ex)

Here we see haku intercept Kakashi's blow. Haku was at further distance and still managed to appear without Kakashi noticing with sharingan active. In the databook, both had a 4 in speed but obviously Kakashi was superior in speed overall at this time, hence Sasuke read through Haku's movements. So, no matter if the opponent is faster to some degree, body flicker can allow one to avoid a blow.

This reason why I posted was to ask. When arguing foot speed, should we consider body flicker as a counter?

We should, but how can we ever know for sure?

Of course:

So if Minato charged towards a body flicker user, can they use that as a counter? To avoid the blow

People make it seem that if the user is faster his opponent has no counter.

Obviously. Shunshin is basically a foot speed, but increased by jutsu.

Its Minato.....

Going up against him requires defense like Susanoo...or speed/reflexes to match him.

Minato is the fasssstesst

I know that, I'm saying regardless of someone having faster speed, their attacks can be dodged which people seem to deny.

I'm talking dodging only. If someone is capable to visually see Minato approach and giving the character, can they avoid his blow with body flicker

Well, if someone faster just use his base speed, and someone slower uses Shunshin, then of course its possible. I think it should be obvious to anyone.

Just wanted people to agree, because in discussions such a claim will be frowned upon

It think it depends on chakra control, Haku was good at it, and is chakra control was basically faster than Kakashi basic reactions

Good for covering a distance; still does not increase striking speed.

Doubtful. Reason being that Minato himself is an expert at body flicker, and is arguably the best in the manga with it. To show just how uncanny he is even in base, Tobirama, who was hailed as the fastest shinobi in his era, praised him for being better at it then him. It just goes to show how extraordinary he is with body flicker.

What I'm getting at is that if an enemy tries to evade an attack made by Minato, Minato can use body flicker to cancel out the attempted dodge.

The argument about body flicker being able to make someone dodge an attack from someone faster would only work on someone like Lee who doesn't have ninjutsu.
